Refund Policy

1. Purpose

This Refund Policy outlines the terms under which refunds, if any, will be processed for payments made through the official online payment gateway towards Gram Panchayat taxes, fees, and charges.

2. Scope

This policy applies to all taxpayers making payments to Tantithaiya Gram Panchayat via the authorized online payment gateway (including UPI, net banking, debit/credit card, or wallet).

3. Non-Refundable Nature of Taxes

• Payments made towards Property Tax, Professional Tax, Water Charges, or any other statutory dues to the Gram Panchayat are generally non-refundable, as they are mandatory government levies under applicable laws.
• Once a payment is successfully credited to the Gram Panchayat’s account, no claim for refund will be entertained except in cases of excess payment or duplicate transaction.

4. Refund Eligibility

Refunds may be considered only under the following circumstances:

1. Duplicate Payment: When the same tax/charge is paid more than once for the same period and property/account.
2. Excess Payment: When the amount paid is more than the payable amount due to clerical or calculation error.
3. Technical Error: When the payment gateway deducts the amount from the payer’s account but the transaction fails and the amount is not reflected in Gram Panchayat’s records.

5. Refund Process

• The taxpayer must submit a written application to the Gram Panchayat office along with proof of payment (transaction ID, receipt, bank statement).
• The Gram Panchayat will verify the claim within 15 working days of receiving the request.
• If found eligible, the refund will be processed through the same mode of payment within 30 working days of approval.

6. Deductions

• Payment gateway charges, bank fees, or other transaction costs incurred during the payment process will not be refunded and will be deducted from the refundable amount (if any).

7. Limitation Period

• Refund claims must be submitted within 30 days from the date of payment. Claims beyond this period will not be entertained.

8. Dispute Resolution

• Any disputes regarding payment or refund will be resolved in accordance with applicable laws and under the jurisdiction of the competent courts in Surat, Gujarat.
